Heavy rain to increase risk of flooding on President's Day

A storm system is forecast to bring heavy rain and an increased risk of flooding to the South on Monday and then to the Mid-Atlantic and Northeast on Monday night through Tuesday. Rainfall will total 1-3 inches across many areas and severe thunderstorms will threaten the lower Mississippi Valley. The strongest thunderstorms will be capable of producing damaging winds and isolated tornadoes. As the system moves north, it will usher in warm temperatures for the Northeast following the weekend's blast of arctic air.
